The Malawi Investment and Trade Centre (MITC) is a Statutory Corporation established by the Investment and Export Promotion Act of 2012. It is mandated to attract, promote, encourage and facilitate investment in all sectors of our economy and to promote and facilitate exports of goods and services produced in Malawi. MITC plays an active role in fast tracking and improving the ease and reducing the cost of doing business in Malawi for both new and existing companies by offering efficient and reliable one stop services to the business community through its One Stop Service Centre.

PROCUREMENT OFFICER
The procurement Officer is responsible to the Administration and Finance function within MITC.
Job Title & Grade : Procurement Officer (MITC5)
Responsible to : The Director, Administration and Finance
General Description : The incumbent will be responsible for all procurement tasks of the Centre and supervising the Assistant Procurement Officer.
Principal Duties and Responsibilities
- Managing and coordinating all matters relating to acquisition of goods, services and works in compliance with the Public Procurement and Disposal of Public Assets Act. Preparing Annual Procurement Plan and Bidding Documents for all procurements through Tenders, RFQs etc
- Preparing annual procurement and disposal plan in line with annual budgets. Preparing procurement proposals for Internal Procurement and Disposal Committee (IPDC)
- Preparing procurement notices, tender solicitation documents, providing secretarial services during tender opening and preparation of bid evaluation reports. Monitoring implementation of procurement plans as approved by the Centre
- Providing secretarial services and objective expert advice to the Internal Procurement and Disposal Committee (IPDC)
- Preparing and managing procurement and disposal contracts
- Preparing procurement and disposal reports on quarterly and annual basis
- Forwarding invoices to finance department for payment.
- Handling customs clearances
- Liaising with user departments on materials and service specifications and procurement timing
- Any other duties as assigned from time to time
He/she will have to establish working relations with all suppliers of items required by MITC. He/she will also work with staff from other sections within MITC who would require different items to be procured for their sections.
Competences and qualifications
The candidate must have the following requirements:
- Chartered Institute of Procurement and Supply (CIPS) or Graduate Diploma or Bachelor’s Degree in Procurement and Logistics.
- A registered member of Malawi Institute of Procurement
- At least three(x3)years’ work experience in procurement
- Be conversant with Public Procurement and Disposal of Assets Legal Framework
- He/she must be a mature professional capable of working effectively with minimum supervision. Strong interpersonal, communication, organisation and leadership skills are a must. He/she should be of high integrity and willing to implement ethical practices.
- Possession of a Master’s degree would be an advantage.
